Before His Excellency the Officer Administering the Government
was kind enough to inform me that he was forwarding Despatch to the Secretary of State on the subject of the examination of Victoria College by its Head Master. As I first raised the question in a Report on the requirements of Victoria College three years ago (Jan. 87) and my remarks are scattered over two or three letters written on the subject, I have the honour to submit herewith as briefly as I can the following main points of my argument.
Last year Lord Knutsford in a Despatch enquired how the status of Victoria College could be maintained and its scope enlarged. An extract was forwarded to me for my observations, and amongst other things, I pointed out that if Victoria College is to be publicly recognised as, what in fact it is, the principal Educational Establishment in Hong Kong, it should be entirely independent of the Inspector of Schools. The present arrangement gives an erroneous impression that the College is an Elementary School, as the Tables of Results appear in the Inspector's Report.
The Head Master's name does not appear in the Time Table as a Teacher. His time is absorbed in organisation...
